
I’ve spent forty years watching folks get what I call “promoter’s fever.” They hit a decent vein, see those shiny drill cores, and start measuring for drapes in a penthouse. But mining the ore is only half the battle, and honestly, it’s the easier half. It’s like catching a trophy trout only to realize you don't have a knife to gut it or a fire to cook it. You’re still going to bed hungry while the fellow with the frying pan calls the shots. That is exactly where we stand today with our critical minerals.
We are making a fair bit of noise about opening new mines across the West, but we are still staring at a brick wall at the refinery gate. Right now, we can pull all the rare earths or lithium out of the dirt we want, but if we have to ship that concentrate across the ocean to let someone else handle the separation and conversion, we haven't bought ourselves an ounce of true independence. Until we can turn that raw dirt into a finished metal on our own soil, our strategic security is about as sturdy as a rotted mine timber.
The Chemistry Set Monopoly
China didn't win the mineral game by just having the most holes in the ground. They won by building the giant chemistry sets needed to process it. They control about 90 percent of rare earth processing capacity globally. That's not a lead; that's a monopoly. They realized decades ago that the real power isn't in the shovel, it’s in the solvent extraction tanks and the electrolytic cells.
When you look at the gap between what we mine and what we can actually use, it is staggering. We produce thousands of tons of mineral concentrate that we simply cannot crack. We pack it into bags, put it on a ship, and pay our competitors to refine it for us. Then we buy it back at a premium in the form of magnets or battery components. It is a circular logic that leaves us vulnerable to every price spike and export ban that comes across the wire.

The High Cost of Know-How
Building these plants stateside is a tall order. It is a massive capital lift, and the technical know-how has gone a bit soft after thirty years of outsourcing the heavy lifting. We used to be the masters of metallurgy. Now, when a company wants to build a separation circuit, they often have to look abroad for the engineers who actually remember how to run the process at scale.
Then you have the permitting circus. Between the National Environmental Policy Act (NEPA) and the various state agencies, it takes a decade just to get a “maybe.” These agencies often treat a refinery like a nuisance instead of a national security asset. I’ve seen projects with solid backing and better-than-average tech sit in limbo so long the investors lose heart and the equipment starts to rust in the crate. We need to start treating the midstream like the infrastructure it is—essential, permanent, and non-negotiable.
Shifting the Incentive
If we want to stop being a “quarry nation” for adversarial refineries, we have to shift our focus. Stockpiling is a decent start, and rules about where materials come from help, but they don’t build the plants. We should be funding the separation circuits and the refining plants with the same fire we use to talk about the mines themselves. We need to prioritize:
- Targeted loans for midstream facilities that bridge the gap from ore to metal.
- Streamlined permitting for processing plants built on brownfield sites or near existing mines.
- Support for technical training in chemical engineering and metallurgy to reclaim the skills we gave away.
I know a fellow who spent five years trying to get a small-scale pilot plant off the ground. He had the tech, and he had the ore. What he didn't have was a regulatory path that didn't treat him like he was trying to build a nuclear silo in a playground. He eventually took his patents elsewhere. That's a story that repeats too often in this business.
We have the rocks in the ground. We have the need for the finished product. Now we just need the courage to build the middle of the bridge. It’s time we learned how to cook what we catch, or we’re going to be staying hungry for a long time to come.
